So in order to resolve the issue i followed the below steps:
1.Login to DB server by ora user
2. Start the database by using ”startup” command
3. If the database is already started then check the listener status may be it is stopped so use the below command to start the listener
sapapp01-dr:eccadm 3> lsnrctl start
